The university, which stems from the historical depth must be distinct and works for a scientific and cultural creativity that is - Diyala University - which its name gave to it a great responsibility where had to be understand its historical extended to maintain it historical heritage with all what is creative , modern and on the other hand Has to cope with all the developments in the world and changed it into a small village.

College of basic studies considered as one of the early colleges of the university as it founded at 1994

The college aims at graduating primary school teachers whom have the know ledges ,the experiences and the skills which qualifies them to do their jobs through out

  
  Preparing the students to be astrictive educators   whom are able to make use of these educational principles in and outside the school
  Providing the student with know ledges  and experiences which are connected to the different kinds accompanier to the growth characteristics ( mental ,spiritual , social )
  Building the linguistic and phonetics  basis of the college students which ensure making a teacher who has a good spoken and written language
  Students gaining of know ledges and experiences  that enables them to teach the language at the primary level as well as quailing them according to their college specializations
